Lord Thane I think we are all overthinking the hell out of this.
The original intention of QR was a most likely loss, but it saves at least a portion of your army. I think it's fine if it gives a retal on both defence and offence, but it just needs to be changed to only having 50% of your army fight. Normal win conditions apply.
Positive - Only risking half your army in hopeless defences
Negative - Risking half your army, which you will probably lose all of it if you were able to actually bounce the hit.
On defence, that means the big guys who sit on it are going to actually lose on it sometimes, along with probably a decent portion of their army. The little guys who are defending on it get to retain some portion of their army, while making it easier for a victory for the attacker (and thus, less gangbang potential)
On offence, sure you are pillow slapping someone, but you lose the ability to use the remaining half of what you sent for 24/18 ticks. And likely will lose the fight if the opponent has a decent army home (and is also not on QR)
It makes it situational, like a strat should be, instead of the default defence strat for the top 30.
