I also had tested this yesterday, brought my explored land up to 80 and wasn't ever able to build more than 450 buildings under various conditions I tested. I tried tricking the system with destroying and rebuilding, couldn't find a bug.
I wonder if there's a 1-tick bug that lets you build out over 450 during the one tick you go over, I don't think I got to test that one.
