Is it +1 for all long-range damage units or varies per unit?

I believe it was 50% bonus to attack damage, as in RT's were 1.5 DMG after sling tech but I am looking for clarification on this as well.

Range tech doubled damage. Also hidden was a 50% ranged damage factor. Ergo RT's were 1 damage with range tech, and your method arrives them at 1.1 dmg.
idk though, Mack has me doubting my previous belief on range tech double damage. He could be right.

I agree with you, 1 is too high, but giving them half would make this worth while. This is quite needed end game when everyone has their armor techs. The cheaper units like Slingers and RT's are still viable units, I think this was the balance that was trying to be achieved. Every other race has more expensive Long Ranged however has 2 units that benefit from their bow techs.
Gnomes do need help late game, though we have to admit sling tech is early game. Have to consider elf balancing in this too which needs a big rework, kinda hurts my brain right now lol.
Maybe a second range tech(somehow delayed to like past 1-2 months, maybe after explosive pwder) or bringing siege units/ATC to better balance.
Xliest it’s also not about balancing things yet we haven’t even gotten to mid game really… I assume we will have. Two more test rounds before they even open a full polished game. One of those rounds with quick ticks and one with normal ticks that is a shortened version to test specific bugs that have presented in the quick tick version. would be my guess
Jules I usually dont go for it too early in the game. I did this time due to the resource abundance but its not a priority early game.
I find getting Irrigation, habitation, commerce and even SB's are generally more important, its more of a Mid game tech if anything.
136 hours is a lot of lost time for your economy techs and thats what gnomes are about. Need the money to buy the resources, need the resources to make the weapons, need to stockpile the weapons to be able to fight continuously.
I DO however like your Idea of a second sling tech possibly hidden behind explosive powder....
And I am noticing a theme with your posts, you say Elves need a boost, gnomes need a boost. I feel if anything knock humans down end game, they seem to be the problem late game.
Charge through Shieldlines, Gate to overcome Gnomish forces, Eat Elves like Filet minion, Orc's can be a problem but nothing they cant handle with Light armor maxed.
