I will say that in this extreme case where the caster had 5:1 schools and 15k wizards, that yes that is not the norm. What it does showcase is where this system can get abused and become toxic.

I don't agree with this, and I'll try to explain why.

I agree with this, and it's made much more effective when timed properly
The most recent EQ caster was able to do this with one round of casting and was capable of doing it 5 times in a row, and that was against a stronger opponent 2x his size. Where I think this is a problem is that if someone were to tech into magic, like Zephirion is doing, then increase their schools to a very manageable 2:1, he could cast EQs on people much smaller than him which as Thane and Keeper have mentioned, makes spells much more likely to succeed and makes them more powerful. So a large kingdom could cast EQ at 5:1 wizards dealing that kind of damage, but be able to do it 10 times to the highest player he is against with the most amount of land currently.

Zeph Land = 436

Wiz training rate = 186 per hour
at 100 hours of training (which he's had much more time than) = 18640 wizards
First kingdom not in alliance land = 340
5:1 land =1700

Maybe 10:1 at the larger side of things
10:1 = 3400

If he casts at that rate on kingdoms at half his size
Kingdom Land = 215
5:1 Land = 1075
"#" of casts = 17 rounded down or 8 at 10:1
Lowest land in top 30
Kingdom Land = 132
5:1 Land = 660
"#" of casts = 28 rounded down or 14 at 10:1
This is only on the top 30, and it gets easier and requires less wizs the smaller the victim.
At this manageable size he would rest 1308 wizards per hour before resting tech. That means he could do 2 EQs on the lowest land of the top 30 every hour without it affecting him being able to do it to any others. I should mention that in my calcs above, the schools are only filled halfway, meaning he also produces 186 extra wizards per hour which means that every 3 hours he has 1 extra spell to cast on the lower sized target.
This is currently his only way of interacting with people not in his alliance, and since spells don't care about protection, it's devastating. As @Mack10 mentioned

So you do that to someone smaller than you, can they even retal against a kingdom at the top afterwards? This is an honest concern of mine.
I just want magic to be tuned to work in a way that won't be devastating in either way. Something towards the middle and balanced.
Mack10 I would like to see the tuning from KS difference and amount of wizards used to cast the spell to a max, but this really needs to be looked at like the casters are at a fault here.
Maybe Shadow hall needs to be added to the second/third spell tree to allow them to hide from such attacks.
Maybe this is the way, maybe it needs more. I don't know but I'd like to explore the ideas
