trupheus I don't think it will prevent all <70% hits, but maybe dampen the frequency by half? I'm always surprised at the lengths people will go to to make a hit, even giving the <70% people this extra little help is probably not going to do much.
It's really just to button up enforcement of the hitting <70% = no cli rule. Since people are going around that by trading cli with allies to allow them to hit <70% and still get protection. That + gate castable via MP is making for a lot of bottom feeding this round. Hopefully less so next round with this new rule + MP getting tweaked so people have to actually make meaningful investments to gate all the time.
