Blahblah I think at minimum we should excommunicado the multi account, because even if it was a real person (though the proof shows it's not) it would still just be a "functional multi".
As another minimum, we should claw back all those multi resources.
For possible additional punishments, I think user-50 shoukd publicly admit to their multi abuse to save everyone any more wasted time and save their friends from punishments. The user-50 should get excommunicado.
User-19 should also explain themselves - though they may not have created the multi initially, it seems they learned about it or possibly were given shared control of it, or at minimum condoned its existence with user-50.
