I’ll go first in just one scenario.

Kingdom A: 100ks
Kingdom B: 70ks
Kingdom C: 140ks

Kingdom A, let’s say a gnome, knows that Kingdom B is a weak orc that they can crush their entire military with half of theirs and leave half home to defend the retal and safely ride out CLI. Now, in your new idea Kingdom B can sell that retal to kingdom C that is a dwarf who loooooooves eating gnomes. You have bypassed the very protection that CLI is meant to give.

I mean the rest of the desiscions that have been made to this point about mechanics, lend themselves to being in favour of this change. You could set it up like a bounty system so that the people who want to attack can and the people who want to live in peace can just sell their retals to get a break.

So you successfully attack someone who has Quick Retreat on, you calculate it perfectly and only send half your troops out so that you can defend the retal. That person just sells the retal to someone with a full army and you get wiped out, completely negating any sort of strategy that you can employ. In that circumstance, who the hell would ever attack?

Here is my issue with cli if you get BFed and get 15 hours pro the one that bfed gets 24 cli and breaks protection at 16 hours hits you again then another 24 cli there is no way to get a shot at taking your castle back without a pre, your retaliation is 24 tics so when the person that bfed you comes oop from 24 cli your retaliation right is over so as it stands now it benefits bottom feeding so either move the retaliation right up to say 26 hours that way with a lead you can have a chance of getting your castle back

That defeats the whole purpose of CLI - there’s bottom feeder penalties that punish those hitting down already. Retals are actually much easier than you think. Your proposal doesn't just get your castle back - it exposes the attacker to losing an additional castle for taking the initiative to attack. There's plenty of gameplay available within the confines of CLI - you just gotta explore them.

I really like how cli is designed currently and it feels pretty rewarding when you pull it off. Cli is pretty well designed and incentivizes kingdoms to attack closer to their KS. So even if they are repeating attacking someone that kingdom will most likely drop out of the 70% range and they would be safer targeting someone else. There are also KS penalities, but I don't think it works as well as intended. KS just doesn't mean what it suggests. Also the castle penality punishes the smaller kingdom way harder than it does the larger one. If you adjusted the castle penality to scale off castles like a 1% reduction in defending army per castle then it would relatively benefit a kingdom that is similar KS but significantly less land and castles. Also adjusting protection to scale as well would be nice on the defense side. Defending an attack should feel rewarding just like winning an attack (because you basically just did). However, it just costs you tons of gold and time and leaves you wide open to follow up attacks. This would be cool for a bunch of smaller kingdoms trying to take down a way bigger kingdom, but not so cool when a bunch of big kingdoms are attacking one small kingdom. Defence does already have a lot going for it and the retaliation is very difficult to defend against. Blind sending your army to attack someone should feel like this. Working with other kingdoms to get a TS on your attack and figuring out the exact army to send and protect should be best intention to play. This punishes the strong races that have poor magic. They are forced to blind send more likely or play to their races strength like orc mass sending army growing back quickly/cheaply and just keep attacking until they wear someone down. There is a lot of strategic play already, but adjusting those two things and QR will probably balance it out a lot more. Also BAS should probably scale a little better depending on kingdom size that is attacking and defending etc.
