Probably so you have a heavy armored unit, and also as a balance so one of your elite units doesn't get as much buff potential in techs and is more annoying to buff with techs and is more expensive to train.
It's not nearly as bad as a gnome though, both heavy and light armors only go on 1 unit each for gnome, so be happy your light armor is actually going on many units 😉
