There was one victim here - and you gave them back a fraction of what was lost. 3 other kingdoms benefited from this mistake - and the one actual victim is the one who gets punished. The original attack shouldn't have been possible, and both retals taken wouldn't have been possible without the original attack happening. So why treat them as separate incidents - it all stems from that first hit from Munch that never should have been possible. Why would you need to find middle ground in this situation? Just restore what that kingdom lost as a result of the mistake - if you can restore the troops why can't you give back the castles and buildings? It truly makes no sense.
