Enphetamy something we should consider in deciding is that it's a big negative for defenders. Towards the end of the 1st round many people voiced concern about difficulties taking retals when there was 100k's of ks difference. If we make retals give retals, it will be more discouraging to retal because you won't be safe to Full Send it and relax in cli.
There's gonna be a thing to help discourage attackers targeting <70% (set a no-cli timer on them for x-hours), but I don't think that's going to make a difference if retals give retals.
