I'll run some EQ tests tomorrow to see what it's doing. There's been lots of EQ that were under the 15%, and even directly on the limits needing just 0.01% more damage to give protections - we had to figure that out from support tickets asking why they didn't get protection for them.
As far as the damages go, it's a separate calculation from the success calc, maybe it has that ksratio turbo booster that I had to disable in the main success engine, I'll take a look at that tomorrow too.
