Cora the restrictions were added under false assumptions. People thought the spells were legitimately overpowered. Nobody realized there were 2 bugs (3 bugs really, counting the enormous magic defense bias in the multiplicative model). Now that every EQ isn't being powered by 100,000 free wizards there's no reason for such harsh restrictions. People were casting EQ with 200 wizards and it was getting buffed by the first bug 50X, then driven by 100,000 wiz.
Some of the restrictions might be nice to keep, such as down casting nerfs. But retals are an absolute no, it makes the spells completely useless - especially now that they're at their normal power levels.
