Sayer You do understand that they were going to feed each player in the province like that, not just 1 guy. And when a guy becomes that big he can help out the province mates by feeding them resources. It's what I did each time I was sitting in first in previous rounds.
And their strategy was legitimate, with no rule breaking. It was always possible to do this in old rounds, but CLI made it a better because now the guy who was fed castles also gained protection from every other province. Then when the next wave of castles were built and the next player got all of them and jumped up, he'd be protected too. And this would have gone on until each player was at the top.
But even though each player was playing and they were playing as a coordinated team, they were deemed "functional multis" and had their accounts frozen or turned excommunicado. None of them were multis, and no one broke any rules. What they were showing was that CLI made them get to the top and be invulnerable from attacks by other provinces.
A huge issue with CLI is that it slows the game down even more than it was by preventing attacks from happening. If you get bottom fed, you have no recourse. You can't retal because as it's been pointed out, they will outgrow you.
You of Beast was about 9k ks and was hit by Haybol 15k ks. After the attack You was 4k ks, and Haybol 16k ks. How is he supposed to retal by him self against Haybol? He can't get a pre, and if he waits Haybol heavily outgrows his army. If he retals right away he loses because his army is wiped, which is the most likely chance to succeed.
