The cooperation of the province in question has been good, they seem to be genuinely trying to get to the bottom of it. Apparently user-50 and user-19 have gone AFK from their alliance discord, probably hiding in shame.
There's 2 scenarios about user-50/user-19 situation that I'm considering. Depending on which way things go the penalties could be harsher on one or the other or both, I just want the one that has the final truth to confess so we can get conclusion to the issue and move on to the next steps. If their confession lines up with all the info I've collected, then I think the penalties can be reduced, but there will be public shaming involved lol
