If increasing TP per tic, then I think setting a cap of say 75% of total TP for all techs.
Timing has always offered some variable in strategy and road map letting people choose techs based on their play style. Getting weapons early and sacrificing magic has pros and cons, same with econ techs.
I think have a system that allows everyone to max out on techs takes away from their overall application in the game.
Its the same reason I dont agree with more than 10 buildings per land. There should be an opportunity cost with every decision you make.
